Allow merchant to determine amount of days that a user (with a billing address backup check) can purchase from them regardless of the amount of deals the merchant has available

Custom Rules:
Allow merchant, if they choose, to create a deal that is not subject to the above criteria.

For example:
A Merchant creates 4 deals

1. 1st deal on 1/20/11 for $20 gets $40 off
2. 2nd deal on 1/22/11 for buy 1 get one free
3. 3rd deal on 1/25/11 $50 gets $100 off
4. 4th deal on 1/30/11 $2 appetizer

The merchant sets a 60 day restriction of purchases per user. Once User B buys the 1st deal they are not allowed to purchase another deal for 60days. EXCEPT merchant A does not want the 4th deal to be subject to the 60days….then User B can still be allowed to purchase this.
